If the seller does not respond with a solution, the buyer can ask eBay to step in and help.
For items where the buyer has uploaded tracking, if the seller doesn’t issue a refund within 2 business days of the item’s delivery to the seller, we will automatically issue the buyer a full refund on the seller’s behalf.
Will eBay refund my money if seller has not?
If you haven’t received an item, we usually refund your money immediately via PayPal. If you received an item that is not as described, or didn’t receive an item at all, the eBay Money Back Guarantee always protects you—even if the seller does not offer returns.
Can a seller decline a return on eBay?
You cannot ask eBay to “step in” once the return has been declined. You may be able to file an SNAD return request in the resolution center but I think you will actually have to call customer service to get the request opened. Do eBay sellers have to accept returns?
eBay uses common sense when deciding return cases. If an item is returned damaged, eBay isn’t going to side with the buyer. Sellers should include a disclaimer in their return policy that says, “Items must be returned in original condition, with tags if applicable, within 30 days of purchase.”
